1.4.1 CUSTOMS REQUIREMENTS CONCERNING CARGO AND OTHER ARTICLES

The release and clearance of cargo and unaccompanied baggage must be completed at the international airport where they are unloaded.

Entry, transit and departure of cargo must be dealt with related regulations.

1.4.2 ANIMAL, PLANT AND PRODUCT QUARANTINE REQUIREMENTS

1.4.2.1 Animal Quarantine

Importers or their agents of quarantine objects should apply for quarantine to Bureau of Animal and Plant Health Inspection and Quarantine (BAPHIQ) and submit the animal quarantine certificate, which shall be complied with the quarantine regulations. Importation of some quarantine objects should apply and obtain the permit issued by the BAPHIQ before importation.

Quarantine objects which are in transit or for transshipment shall be applied for quarantine by their owners, or agents or administrators.

Prohibition on Import: Except that an import permit is obtained from the plant quarantine authority for the purpose of experiment or research, the following articles are prohibited:

Fresh fruit.

Soils, plants or culture media with soil.

Live insects and harmful organisms.
-
Packages or containers used by or harboring the articles of the preceding items a), b) and c).
-
Plants or plant products come from dangerous disease and pest infecting or infesting countries or areas.
-
Plants or plant products transshipped through dangerous disease and pest infecting or infesting countries or areas.
-
Plants or plant products of unknown origins.

Importation of the following living plants or propagates (excluding seeds and fruits) shall be subject to post-entry quarantine at premises designated by the Bureau of Animal and Plant Health Inspection and Quarantine.

Plants subject to a quarantine period of at least two years:

Pineapple

Citrus spp.

Banana

Plants subject to a quarantine period of at least one year:
